Accreditation and financing of psychiatric care homes

The Flemish authorities plan, accredit, finance and inspect psychiatric care homes in Flanders and Brussels. Psychiatric care homes offer residential care to adults and elderly people with severe, prolonged psychiatric problems.

Procedure

Planning permit

In order to be accredited as a new psychiatric care home, you must first apply for a planning permit.

Applying for (provisional) accreditation

When you apply for accreditation as a psychiatric care home (Dutch: psychiatrisch verzorgingstehuis/PVT) you will first be given provisional accreditation. Provisional accreditation is valid for 1 year. You may ask for your provisional accreditation to be renewed.

When your provisional accreditation expires, the Flemish Care Inspectorate (Dutch: Zorginspectie) will carry out an inspection. The inspection seeks to establish whether or not the PVT complies with the accreditation standards. The Department of Care will subsequently award the accreditation based on the outcome of this inspection. The accreditation is valid for a maximum of 6 years.

Renewing accreditation

As an accredited psychiatric care home or sheltered housing initiative, you must submit an application for renewal of your accreditation no later than 6 months before your current accreditation expires.

Cost

Financing and invoicing

Psychiatric care homes are financed for every care user they admit. The amount is calculated in the ‘admission price’ (Dutch: opnemingsprijs).

  • The largest part of the admission price is financed by the Department of Care. PVTs invoice part of the admission price to the insurance institutions as a ‘care allowance’.
  • The remainder of the admission price is paid by the care user themselves to the PVT. This personal contribution may be further reduced by a fixed allowance.

The Department of Care calculates the admission price for the psychiatric care homes and communicates these prices to the PVTs and the insurance institutions.
