Accreditation as a training institution for type A energy experts
Attending the basic training course to qualify as a type A energy expert is one of the three accreditationconditions to start work as a type A energy expert. Only accredited training institutions are permitted to offer the basic training course to qualify as a type A energy expert.
Conditions
In order to be accredited by the Energy and Climate Agency of Flanders (VEKA) as a training institution, the institution must at least meet the following conditions:
- Have instructors who
- are tasked with providing the theoretical and practical training
- are knowledgeable about the teaching subject in question
- are accredited energy experts type A if they teach one of the following subject matters: inspection protocol, certification software, energy performance database and practical exercises.
- Indicate how the institution handles complaints and how the training pathway will be evaluated.
- Provide and organise a type A energy expert training programme.
Training programme until 31-8-2025
The energy expert training programme, which is the subject of the application for accreditation, must meet the following conditions:
- The training programme is to include at least the training components and aspects detailed in Annex 1/1.
- The total duration of the mandatory course components is at least 50 hours, whereby the indicative duration per course component is defined in Annex 1/1.
- The training programme includes the obligated theory as well as exercises and exemples to apply this theory in a practical manner.
Training programme starting 1-9-2025
Starting 1-9-2025 the training programme will be expanded to at least 100 hours and has to include the following subjects:
- rules and regulations (4 hours)
- introduction to building physics (3 hours)
- introducion to technical installations (3 hours)
- the inspection protocol (46 hours)
- working with the certification software (7 hours)
- working with the energy performance database (energieprestatiedatabank) (2 hours)
- geometrie (6 hours)
- communication between the energy expert and the owner (3 hours)
- practical exercises with inspections on location
The training institutions have to provide VEKA with an adapted training programme including an explanation of the practical exercises and inspections on location.
VEKA can retract an accreditation if the training institution no longer answers to the conditions detailed in the Ministerial Order of 28 December 2018. The organiser of the training will be heared before a decision is made. This decision will be motivated and taken by the head of VEKA.
Procedure
- The candidate training institution develops a training course.
- The application for accreditation is submitted using the application form by VEKA;
- The candidate training institution sends the application file (application form and the relevant attachments) by email to veka@vlaanderen.be with ‘Erkenningsaanvraag - Basisopleiding Energiedeskundige type A’ in the subjectline.
- VEKA examines the application and makes a final judgement about the application by decision of the head of VEKA.
