Flanders International Climate Action Programme

In order to support countries in the Global South in the fight against climate change, the Government of Flanders launched the Flanders International Climate Action Programme in 2021. This programme strengthens the implementation of climate policy, strategies, regulations and action plans in countries in the Global South by providing financial support for projects that demonstrate technologies, disseminate knowledge and information, and initiate capacity building, both for adaptation and mitigation.

What is the Flanders International Climate Action Programme?

Under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, developed countries have committed to supporting developing countries through international climate finance. This financing helps developing countries to set up climate action and achieve the objectives under the Framework Convention. It strengthens their policies, strategies, regulations, action plans and concrete measures on both mitigation (reducing greenhouse gas emissions) and adaptation (adapting to climate change).

In order to fulfil its commitments in this area, the Flemish government launched the Flanders International Climate Action Programme (FICAP). Through this programme, subsidies are granted to Flemish companies that carry out climate projects in countries in the Global South. The financial support focuses on projects that demonstrate technologies, disseminate knowledge and information, and contribute to capacity building.

In this way, Flanders is using its knowledge and expertise to contribute globally to the fight against climate change and to the achievement of the United Nations Sustainable Development Goals (SDGs).

The Flanders International Climate Action Programme is coordinated by the Environment Department. It collaborates with the Global Sustainable Technology & Innovation Community (G-STIC) (in Dutch)(opens in new window) for project monitoring and communication.

Results of previous calls for projects

2024: €14.53 million in Flemish subsidies granted to 21 projects for climate solutions in the Global South

The call for proposals for dissemination and/or capacity-building projects in 2024 resulted in 46 project proposals being submitted. These proposals were assessed by an independent jury under the coordination of the Environment Department. On 19 July 2024, the Government of Flanders approved subsidies for 14 dissemination and/or capacity-building projects for a total amount of €6.47 million.

Twenty-six proposals were submitted for demonstration projects. These proposals were also assessed by an independent jury, coordinated by the Environment Department. On 6 December 2024, the Government of Flanders approved subsidies for seven demonstration projects for a total amount of €8.06 million.
