Recognition as a quality organisation for ventilation reporting

In order to be accredited, a quality organisation for ventilation reporting must meet the following conditions:

• The quality organisation is to have a qualification procedure in place for ventilation reporters. As a minimum, this procedure is to consist of an optional training course, a mandatory theoretical examination and a mandatory practical examination.
• The quality organisation is to ensure the quality of ventilation reporting by carrying out a minimum number of inspections/checks each year combined with efficient enforcement. The quality organisation is to carry out at least 10% desktop checks and 10% on-site inspections each year. These inspections/checks are both random and targeted, so that 90% of active ventilation reporters are subjected to one desktop check and one on-site inspection at least once a year. At least half of the on-site inspections are carried out to examine the accuracy of the reported mechanical flows. The quality organisation is to ensure that ventilation reporters, when sending the results of the reading, are unable to know whether these results will be subject to a subsequent check or inspection.
• The quality organisation is to have a database of delivered declarations of conformity. This database must be available for consultation by the parties involved as well as the administration. The data security of this database must be guaranteed and its management must be in compliance with privacy laws. A policy with associated procedures must also be in place to ensure the confidentiality of sensitive information.
• The quality organisation must be impartial and is not allowed to have any members or directors who draw up ventilation reports themselves.

The quality organisation submits an application for accreditation to the Energy and Climate Agency of Flanders (VEKA). This application is to provide at least the following information:

• the details of the applicant
• a description showing that the conditions are met.

VEKA provides this application form for this purpose.

After examining the application, VEKA will make a decision on the application.
