The 1%-target for public expenditure on R&D. International Benchmark
On 19 January 2011 the Flemish Council for Science and Innovation (VRWI)received a request for advice from the Flemish Minister for Innovation regarding the 1% R&D target. This target refers to the share of public R&D expenditures as a percentage of GDP, where the aim is to achieve 1% at EU level by 2020. Present study deals with the benchmark and request for best practices and any regulatory (contract, law, decree, etc.) commitments in other countries/regions.
