The digital dimension of conflict has become a strategic battlefield. Cyber attacks affect not only military targets, but also critical infrastructures such as energy, ports and health care. Flanders, as a logistics hub and high-tech region, is therefore both vulnerable and full of opportunity. Investing in cyber resilience is not only a security necessity, but also a unique growth opportunity for the Flemish economy.

With an internationally renowned research landscape and over 170 specialised companies, Flanders has an exceptionally strong foundation. The expertise ranges from secure software development and hardware security to OT and network security, cryptography, and security monitoring. Flanders plays a pioneering and leading role in the field of cybersecurity, as illustrated with the development of the world-wide AES encryption standard, and the strong contribution to initiatives such as the OWASP SAMM project.

The roadmap identifies four complementary pillars:

• FORTIFY (Security-by-Design): Security and resilience are built into software, hardware, and communications for defence and critical infrastructure from the concept phase onwards.
• SHIELD (Operational Security): Operational security of networks, OT, cloud environments, and endpoints, with a focus on active threat detection, monitoring, and incident response.
• SURGE (Emerging Security Technology): Innovation in post-quantum cryptography, cybersecurity for AI, sovereign cloud solutions, and secure communication.
• CONTROL (Cyber Operations Technologies): Technologies for cyberspace intelligence, situational awareness, red teaming, and command and control, essential for modern military operations.

By joining forces across industry, research institutions, and government, Flanders can become a European frontrunner in cybersecurity for defence. The roadmap provides a forward-looking framework for collaboration, innovation, and economic growth, with an impact reaching far beyond national borders.
