Expenses related to passive schools built as part of the DBFM programme Schools of Tomorrow(opens in new window) are given priority over expenses related to other schools under the DBFM programme. Within both categories, Flanders selects the schools based on their E-level. Schools with the same E-level are ranked chronologically according to their financing date.
