What constitutes a block of flats?

Within Mijn VerbouwPremie, a block of flats is a building that accommodates:

  • at least two flats

  • a residential unit and at least one non-residential unit or a unit without a residential function (for example, a store on the ground floor with at least one flat above it).

Multi-family housing in which at least 2 dwelling units, flats or residences present within the same building are covered.

The conditions below for blocks of flats within Mijn VerbouwPremie apply both to blocks of flats for which there is an association of co-owners (VME) and to apartment buildings without a VME.

For what type of works?

Within Mijn VerbouwPremie, a distinction is drawn between works on the communal areas of a block of flats and works on the private areas of a block of flats (whether or not a VME has been set up for the block of flats).

Private areas of a flat are all areas of the block of flats used solely by the residents of that one flat. The areas concerned involve the following:

  • windows and doors belonging to one flat
  • heat pump, heat pump boiler or solar water heater serving exclusively one flat
  • interior walls, stairs, ...within one flat electrical and sanitary
  • installation of/in one flat gas condensing boiler within one flat.

Communal areas of the block of flats are all parts of the building not used exclusively by one flat. The areas concerned involve the following:

  • roof external walls floor/foundation

  • windows and doors of the communal areas of the block of flats

  • communal heat pump, heat pump boiler or solar water heater serving multiple/all flats or other units in the same block of flats.

Amount

  • Works on the private areas of the block of flats attract the same premiums as would a home investor. You can view premium amounts online by category of works under the ‘Amount’ heading.
  • When working on the communal areas of the block of flats, the investor is always entitled to the premium amount applicable to the target group ‘owner-occupier’ of the highest income bracket or ‘other investor’. You can check the premium amounts by category of works online under the heading ‘Other buildings (such as blocks of flats or non-residential buildings)’.
  • For works on the communal areas of the block of flats, the premium shall accrue to the investor of the entire block of flats. If an association of co-owners (VME) been established, then the premium accrues to the VME. The individual owner(- occupier) of a flat in the block is not eligible for a premium for works on the communal areas of the block of flats or for a communal installation in renewable energy (read: solar water heater, heat pump or heat pump boiler.
