Registration of additional costs by service voucher companies
Service voucher companies are required to register any additional costs they charge in order to increase transparency for citizens. This step-by-step guide explains how you, as a service voucher company, can register your additional costs.
Who is required to register additional costs?
Every service voucher company with a Flemish recognition is required to register the additional costs they charge via an online form. Even if your company does not charge any additional costs, you must still register this. In that case, you must explicitly indicate in the form that your company does not charge any additional costs.
If you do not register your company’s information, it will not be visible on the website for potential service voucher clients.
From when does the mandatory registration apply?
The obligation to register additional costs takes effect on 1 September 2025. Companies have until 30 September 2025 to comply with the mandatory registration requirements.
Which information can citizens consult?
Starting from 1 October 2025, citizens will be able to consult the following information online:
- trade name (or, if not available, the legal name) and legal form of the company;
- a detailed list of the additional costs you charge;
- an explanation of why these additional costs are charged;
- an overview of the services your company provides;
- your company’s contact details (optional).
Registration guide for additional costs
- Stap 1
Log in to the registration form(opens in new window) as the legal representative of the company, or as a user with the access right ‘Employee’ or ‘Service vouchers for accredited companies’. Through secure authentication, the identity of the person logging in on behalf of the accredited company is verified.
- Stap 2
After logging in, select the first option: ‘To enter OR change the additional costs that your company charges’. Then enter your Flemish recognition number and company registration number.

In the step ‘Contact details’, indicate which contact information you want to display on the website.

One-time startup cost
Indicate how much you charge as a one-time start-up cost. If your company does not charge a start-up cost, you do not need to fill in anything.Entering additional costs

- Single cost: Your company charges the same cost for all activities.
- Example: Your company offers the activities ‘Cleaning of the home’ and ‘Groceries’. For both, an additional cost of €0,50 per hour is charged.
- If your company charges an additional cost for only one activity and not for the others, select the option ‘Multiple costs’ in the form. For the activities with no additional cost, choose ‘Per hour worked’ and enter ‘0’ (zero).
- Multiple costs: Your company charges different costs per activity.
- Example: Your company offers the activities ‘Cleaning of the home’ and ‘Groceries’. The additional cost for ‘Cleaning of the home’ is €0,50 per hour, and for ‘Groceries’ it is €1,00 per hour.
- If your company charges additional costs for certain activities and not for others, select the option ‘Multiple costs’ in the form. For the activities with no additional cost, choose ‘Per hour worked’ and enter ‘0’ (zero).

When selecting the reasons why your company charges additional costs, you can choose one or more of the following options:
- Improvement of salary package for the service voucher employees
- Financial extras (in addition to collective labour agreements or sectoral agreements) for the domestic worker, such as (higher) meal vouchers or increased expense allowances.
- Training courses for the service voucher employee
- Enhancing knowledge and skills through training courses.
- Individual job coaching on the work floor
- Guidance for (new) service voucher employees in the workplace, such as learning self-reliance, efficient cleaning techniques, etc.
- Personal guidance for the service voucher employee
- For example: learning to handle customer feedback, reintegration after long-term absence, evaluation sessions, etc.
- Personal customer support
- Customer-oriented services tailored to the client’s needs, e.g. telephone or digital support, presence of local offices, etc.
- Support for the service voucher employees
- Administrative and organizational assistance, such as scheduling and performance tracking.
- Profit distribution
- Distribution of profits to shareholders.
- Operating cost
- For example: administration, office rental or purchase costs, equipment, cleaning product purchases, IT applications, etc.

- If you selected ‘Multiple costs’, indicate which activities your company is active in.
- Specify how your company charges the additional costs. You can choose from the following options: per hour worked, per service, per period, or a combination of these. Next, enter the additional cost and, if applicable, the corresponding period.
- If your company offers discounts to specific target groups, select ‘Yes’. If not, select ‘No’. This information will not be displayed on the website.
- If your company applies a maximum amount, check the box for ‘We apply a maximum amount’. Then enter the maximum amount and specify the period it applies to.
- If your company applies a minimum amount, check the box for ‘We apply a minimum amount’. Then enter the minimum amount and specify the period it applies to.
- Stap 7
Select the region(s) in which your company is active. Once you choose a region, you must further specify it by selecting from the available options.
Entire region
Example: Your company is active in the entire Flanders region.Province
Example: Your company is only active in the entire provinces of Antwerp and Limburg.Local
Example: Your company is only active in postal codes 2000, 2020, 9000, and 9050.
