The Flemish Qualification Framework (FQF)
The Flemish Qualification Framework (FQF) is a classification framework consisting of eight qualification levels. All recognised qualifications are included in this framework. The FQF is linked to the European Qualifications Framework (EQF), which enables comparisons between countries.

What is the Flemish qualification framework (FQF)?
There are two types of qualifications that are included in the FQF:
In the Flemish Qualification Framework, both professional qualifications and educational qualifications are classified into eight levels. This promotes transparency and interchangeability of qualifications in the education landscape and on the labour market.

FQF in Europe: EQF
The European Qualification Framework (EQF) compares qualifications from different European countries. The EQF arose from a series of international developments, such as the Bologna Declaration.
The EQF:
- encourages lifelong learning;
- promotes the international mobility of learners and workers;
- enhances the transparency and interchangeability of qualifications.
Each country draws up an overview of all the qualifications that can be obtained there. These qualifications are placed in a hierarchical structure, the national qualifications framework. In the image below, for example, the qualifications framework of Member State A consists of 12 levels.
This national qualifications framework is linked to the European Qualifications Framework (EQF), which consists of 8 levels. For example, a national qualification at level 7 in Member State A is comparable to a qualification at level 5 in the EQF.
A European qualification at level 5 may in turn correspond to a national qualification at level 4 in Member State B.
