The study points to the need to also work outside the Sigma contours to create a more climate-resilient valley and to provide opportunities for rewetting (extra sponge effect) and storage of upstream water (safety) in the valley.
A broad regional coalition is needed. This should include all stakeholders (all water managers, local authorities and NGOs) who have identified the problem and want to tackle it throughout the entire valley and infiltration zones.
